The "tower" looks like a scratch on the original negative to me. I have a lot of experience in hand film processing from back in the day and scratches like this are common on large and medium format. Occasionally film would get scratched just going through the camera during exposure. This image was taken on kodak SO-368, a color negative film, so dark scratches on the film will appear white when the image is positive.
